JOB SUMMARY

As a member of the Global Program Team based in New York City, the Senior Program Manager, Latin America and the Caribbean (SPM), manages development, implementation, monitoring and evaluation (M&E), and fiscal oversight of the LAC program portfolio. The SPM works to increase departmental efficiency through the development and maintenance of management systems with a focus on the Latin America and Caribbean (LAC) region. They coordinate, monitor and support grant-related activities in the assigned country programs as well as proposal writing and donor reporting.

REPORTING & WORKING RELATIONSHIPS

The SPM reports directly to the Vice President, Project Development and Quality Assurance (VP PDQA). They work closely with all members of Global Program and liaises closely with Development, Finance and other relevant departments.

ESSENTIAL JOB FUNCTIONS / KEY AREAS OF RESPONSIBILITY

Program Management

  • Manage the day-to-day implementation of the LAC Program Portfolio in Peru, Bolivia, and Guyana, for example: conduct periodic partner meetings, ensure M&E operational plans are functioning, facilitate international customs process for major equipment donations, troubleshoot performance against proposed project milestones and targets.
  • Recruit local resources for specific project-based deliverables, logistics, and subject matter expertise to ensure successful implementation of project workplans
  • Develop programmatic tools, guidelines and resources to support management systems in LAC
  • Develop “life of project” dashboards for current and new projects

Program Development

  • Liaise with Orbis Clinical Services Team for introduction of Orbis services, tools, and methods into LAC project design and implementation
  • In collaboration with the VP PDQA, prepare response to funding opportunities by drafting Orbis Way Concept Notes and logic models, designing projects to compete for institutional grants and major donor inquiries.
  • Coordinate approval process for new proposals and concept notes.
  • Provide remote support from headquarters throughout the proposal lifecycle from proposal development, program implementation and project tracking.

Partner Relationship Management

  • Establish and manage relationships with eye-health related government agencies, non-governmental organizations, hospitals, and health clinics.
  • Collaborate with local partners in Peru and Bolivia to develop a country-specific annual Orbis LAC strategy

Financial Management

  • In collaboration with VP PDQA, plan Cost Center 59 (LAC) annual budget and prepare long range forecast
  • Liaise with the Finance and Development to develop, update and track project budgets
  • Ensure financial reports are developed/ submitted quarterly for each project or as requested by each project donor.
  • Identify financial challenges by project and work with VP PDQA to develop solutions.
  • Oversees budget execution, monitor quarterly spending by project and ensures financial integrity of the overall Peru and Bolivia portfolio.
  • Budget Variances Reports reviewed on a monthly basis with finance and partners to ensure project budgets are spent timely and as per plan; monitoring any variances.
  • Create LAC cost center budget monitoring system to facilitate ongoing analysis of expenditures, savings, and fundraising needs

General Support to LAC Team

  • Aid the VP PDQA in design and management of new regional pilot projects related to the LAC region.
  • Contribute to discrete technical work on thematic issues related to clinical services, clinical education & training, and program development.
  • Act as the key liaison with Development, providing necessary information on the LAC program portfolio and support the development of proposals and report writing.
  • Collaborate with OI LAC Finance Manager on budget items
  • Organize key global & regional meetings, including agenda development, coordination of participants and overseeing logistics.
  • Participate in the FEH planning visits and projects, as required.

QUALIFICATIONS & EXPERIENCE

  • Bachelor's or equivalent degree; Master’s Degree in International Development/Public Health or related degree preferred.
  • Minimum 5 years of public health project management experience, preferably in an international NGO.
  • Practical work experience in Latin America in implementing health sector programs preferred.
  • Proven experience in design and delivery of international development programs.
  • Proven experience in proposal development and grants management.
  • Experience in international eye health preferred.
  • Experience in adult education, capacity building and/or clinical training activities plus.

SKILLS & ABILITIES

  • Bilingual English and Spanish.
  • Experience developing institutional grant proposals, logic models, budgets and accompanying narrative.
  • Experience preparing project reports, case stories and presentations for varied audiences, ranging from government agencies to major individual donors.
  • Good public speaking and persuasion capacity.
  • Manages major functions or projects with a significant level of autonomy and accountability
  • Flexible, pro-active, and open-minded work style: the ability to work productively both independently and in a team-based environment, in-office and remotely.
  • High degree of computer literacy including MS Office, presentation software and knowledge resource databases, search engines etc.
  • Knowledge of quality improvement methodologies a plus.
  • Ability to travel international 30% of the time for extended periods (maximum one month). (Please note that this for after COVID-19 travel restrictions are lifted.)
