Finance Officer, Mongolia

The Finance Officer is instrumental in providing day to day financial and accounting support to the Orbis Mongolia office and leading on all processes related to those functions.

Orbis has been working in Mongolia since 1989. Orbis Mongolia works closely with the Ministry of Health, tertiary and secondary level public hospitals in Ulaanbaatar and Aimags.


REPORTING & WORKING RELATIONSHIPS

The Finance Officer reports to the Country Director and works closely with the country team, the Finance and HR colleagues in the Region, and New York headquarters.

ESSENTIAL JOB FUNCTIONS / KEY AREAS OF RESPONSIBILITY

Accounting & Finance:

  • Administer sound financial systems with robust internal controls, in accordance with organizational, donor standards, and legislative requirements.
  • Comply with Mongolia statutory requirements, and all dues to the Mongolia Government (such as payroll taxes and social health insurance) are correctly calculated and paid fully on time.
  • Represent Orbis with government and legal authorities, as required, on financial and tax issues, keep abreast and ensure compliance with government regulations regarding financial management.
  • Lead all grant administration functions including tracking restricted funding information and regulations, monitoring project spending, proper allocation of resources, financial reporting, and grant closure.
  • Conduct partner financial pre-assessment, financial monitoring, and auditing.
  • Lead the country office audits and collaborate closely with internal and external auditors, ensuring corrective actions are timely prepared and implemented.
  • Lead the development of budgeting processes ensuring compliance with Orbis’s policies and timelines.
  • Create accurate and timely financial reports for Country Director, headquarters, and funders according to requirements, including timely submission of accurate and complete monthly financial reports, supporting schedules, reconciliations, variance analysis and justification, and reconciled donor reports.
  • Ensure all financial transactions are timely and accurately entered in Orbis International accounting system MIP within deadlines.
  • Perform other duties as assigned.

QUALIFICATIONS & EXPERIENCE

  • Authorization to work in Mongolia
  • At least 3-4 years working experience in related field
  • Bachelor’s Degree in Accounting, Finance, or a related field
  • Prior experience in nonprofit finance, accounting, and/or budgeting
  • Working experience in development sector, especially NGOs and community groups

PREFERRED EXPERIENCE

  • Background knowledge of funding situation in Mongolia
  • Experience in managing USAID, DFID and multi-donor funded projects
  • Experience working with the Ministry of Health or in public health

SKILLS & ABILITIES

  • Comprehensive professional working knowledge of spoken and written Mongolian and English
  • Demonstrates high level of attention to detail and organizational skills
  • Ability to work in a team environment without direct formal hierarchy
  • Ability to prioritize and effectively manage time
  • Proactive and solution-focused with the ability to adapt when needed
  • Proficiency in Microsoft Office, especially Word, Excel, and PowerPoint
  • Ability to travel up to 10% of the time
