Clinical Systems Manager

As an essential member of the Orbis Flying Eye Hospital (FEH) medical support team, the Clinical Systems Manager (CSM) is responsible for the effective management of biomedical services on the Flying Eye Hospital.

JOB SUMMARY

The CSM is responsible for ensuring that a robust process is in place on the FEH for the management of medical devices. This includes advising on new equipment and technologies, ensuring that full records of all equipment are kept, developing medical device training plans for both staff and volunteer faculty and advising on integration of medical devices into IT systems. The CSM provides oversight of the FEH biomedical engineer to ensure the correct set-up, calibration, maintenance and repairs of the FEH medical and office equipment on board the aircraft. S/He is also responsible for providing the same oversight for medical equipment in the partnering hospitals. They work with the biomedical engineer and the FEH Program Manager on planning, design, and implementation of clinical training programs for biomedical engineers, clinical engineers, biomedical equipment technicians and other hospital personnel who participate in FEH programs around the world.

REPORTING & WORKING RELATIONSHIPS

The Clinical Systems Manager has a direct report to the Head of Clinical Services (HCS). The CSM supervises the FEH Biomedical Engineer(s).

ESSENTIAL JOB FUNCTIONS / KEY AREAS OF RESPONSIBILITY

  • Lead the Orbis FEH biomedical team including the supervision of the FEH biomedical engineer(s) and provide technical support during FEH programs
  • In collaboration with the HCS develop of a robust system of medical device management for the FEH to include:

Management and maintenance of the medical device database

Ensuring that all new and existing medical equipment have appropriate service contracts including negotiation of same with vendors.

Development of risk management system for medical devices

Production and monitoring of training plans in medical devices for FEH staff and VFs

Keep maintenance records and stickers in all of our equipment up to date to comply with accreditation requirements

  • Providing reports to the FEH Clinical Oversight committee and the Orbis Medical Advisory Committee on medical device management and training.
  • Ensure that the FEH meets the accreditation standards as set out by AAAASFI.
  • Advise the HCS the development of biomedical strategies and key opportunities.
  • Advising on new equipment and technologies to be used both on the FEH and in partner hospitals.
  • Advising on the integration of medical devices with the FEH and Orbis IT systems
  • Providing full oversight of the correct set-up, calibration, maintenance and repairs of the FEH medical and office equipment on board the aircraft and at local hospitals.
  • Working with the FEH biomedical engineer(s) and the FEH Program Manager, in conjunction with the Director PDQ, on planning, design, and implementation of clinical training programs for biomedical engineers, clinical engineers, biomedical equipment technicians and other hospital personnel who participate in FEH programs.
  • Stewards and grows the biomedical engineering, technician and systems management volunteer faculty pool.
  • Provide technical support and expertise to the Director PDQ in development of BME training modules, courses and events for Orbis Global Program.
  • Teach host country technicians and other healthcare professionals the principles of equipment operation and techniques such as trouble shooting, preventive maintenance, calibration, repair and equipment management.
  • Participate in planning visits, preparing and designing the biomedical engineering program for the FEH program, as required.
  • Monitoring and evaluation of, and reporting on, the outcomes of FEH biomedical training programs
  • Maintain professional growth through training on new or unknown systems and/or hardware.
  • Participate actively in fund raising events and goodwill tours on and off the plane and represent Orbis at social functions.
  • Participate in special projects and take on other duties as requested by the HCS.

QUALIFICATIONS & EXPERIENCE

  • Masters Degree or equivalent in Biomedical Engineering desirable.
  • Minimum 5 years engineering work experience a clinical hospital environment.
  • Demonstrated expertise in Clinical Engineering and/or Healthcare Technology Management. This includes:

(1)Proven in-depth familiarity with different types of equipment and modern health care technology management practices.

(2)Operating knowledge of computerized medical equipment management systems, quality assurance and technology planning systems.

(3) Risk management systems.

  • Previous experience with ophthalmic equipment is a plus.
  • Prior international work experience desirable.

  • Oral and written fluency in English – working knowledge of a second language is a plus.
  • Ability to travel to developing countries up to 80% of the time. This includes having no significant disqualifying factors that would preclude approval of entry visas in the countries on the FEH travel schedule.
