Program Manager, Headquarters
JOB SUMMARY:
As a member of the NY program team, the Program Officer (PO) coordinates global program support. The Program Officer facilitates the provision of required and requested technical support to the Regional and Country Offices. S/he coordinates monitors and supports all grant-related activities in the assigned country programs. The Program Officer serves as the main information and knowledge resource for the whole organization; s/he will support communication to and from regional and country offices ensuring relevant and timely sharing of program related information.
REPORTING & WORKING RELATIONSHIPS:
The Program Officer reports to the Deputy Chief of Program, and works in close coordination with departmental and country program colleagues.
- Support the Deputy Chief of Program to review work plans, budgets and program and financial reports; develop deep understanding of organization's strategy; help with preparation of monitoring and evaluation arrangements; and, with support from the Deputy Chief of Program, provide assistance to regional and country program staff as needed in order to move their programs forward in an effective and efficient manner
- Mobilize timely support and responses from across the organization to support the programmatic and operational needs
- Support regions/country to access and utilize global/international technical resources in support of program development and quality implementation.
- Take part in program development efforts including program design, facilitating program development discussions, and proposal writing.
- Facilitate the required and requested programmatic support for ORBIS country offices.
- Travel to regions/country to review/monitor various projects, programs and procedures, take part as a member of evaluation teams, contribute to report writing and communicating project/program information to a wide range of stakeholders. Track and facilitate the approval in NY headquarters of program and project plans, project agreements and addendum, contracts, and any other legal documents
- Coordinate, track and support all grant related activities to ensure compliance with donor requirements, including development of donor proposals, monitoring project performance and budget utilization, and reporting to the donors
- Maintain up-to-date knowledge about the country programs in order to act as the main information and knowledge resource at ORBIS headquarters for programs
- Participate in special projects and perform additional tasks as requested by the supervisor
- Support the LAC programs by facilitating NY headquarters management oversight for Latin American & Caribbean (LAC ) programs
QUALIFICATIONS & EXPERIENCE:
- University degree or equivalent experience in development related disciplines such as public health, international development, and other social sciences
- Experience in eye care sector is a plus
- Minimum 5 years program management experience in multi-cultural settings
- Experience living and working in at least one developing country
SKILLS & ABILITIES:
- Good business acumen with the ability to identify opportunities and organize work and team to execute project work efficiently, meet deadlines and multitask
- Flexible, pro-active, and open-minded work style: the ability to work productively both independently and in a team-based environment
- Demonstrated report and proposal-writing skills and experience in research activities
- Good communication skills with excellent verbal and written English, Spanish language skills will be an advantage.
- Ease in developing, understanding and analyzing financial information including budgets and financial reports.
- Demonstrated computer skills including MS Office and internet research skills.
- Ability to travel internationally 30% -40% of the time
